Reopening the Valley

All businesses subject to these guidelines are required to self-certify with the State of Connecticut prior to reopening.

The certification system can be accessed at https://business.ct.gov/recovery.

If you already self-certified your business during Phase 1, your business will NOT need to certify again during Phase 2.

Executive Order 7WW

  • Takes several emergency actions in response to the COVID-19 outbreak and the governor’s civil preparedness and public health declarations, including: Further clarification of limits on alcohol service and sales related to catering.

Executive Order 7PP

  • Takes several emergency actions in response to the COVID-19 outbreak and the governor’s civil preparedness and public health declarations, including: Reopening Phase 1; Enforcement of sector rules governing the reopening of businesses; Extension of prohibition on large gatherings to June 20, 2020; Extension of restrictions on off-track betting, indoor fitness, and movie theaters to June 20; Further clarification of limits on restaurants, bars, and private clubs – mixed drinks permitted for takeout delivery; Limitation on the operation of day camps; Enhanced health procedures for all day camps; Cancellation of resident camp operations; Limitation on the operation of summer and educational programs operated by local or regional boards of education; and Suspension or modification of regulatory requirements to protect public health and safety.

Executive Order 7TT

  • Takes several emergency actions in response to the COVID-19 outbreak and the governor’s civil preparedness and public health declarations, including: Reopening of barbershops and hair salons on June 1; and Amended prohibitions on large gatherings.

Restaurants (Outdoor Only in Phase 1)

In Phase 1, restaurants can open outdoor at up to 50% capacity, no bars.

Hair Salons and Barbershops – June 1

Hair Salons and Barbershops are permitted to open June 1, 2020 per Governor Lamont’s Executive-Order-No-7TT pursuant to the Sector Rules for Hair Salons and Barbershops issued by the CT Department of Economic and Community Development:

Services offered will be restricted to hairdressing and eyebrows, nothing that would require removal of a face mask (e.g., beard trimming, lip waxing, etc.). Blow drying only when necessary.
